STORYLINE

Twenty-two years ago, a natural phenomenon erupted with an unbelievable amount of energy. It occurred in Kanagawa with a radius of approximately 20km and a height greater than 240m. Because of this, all living creatures within that range had lost their lives. The government and economy would continue on with great severity for a long period of time as well. It would be 5 years until there would be additional gain to the mainland. That land which was left untouched until then was soon to be called the "Lost Grounds," and many people despised it's implication.

The Lost Grounds was looked upon as an undeveloped area of land unlike the mainland, which recovered from the loss by UN and international aid. The majority of the city was abandoned in no time. The people that lived within the pre-development region, also known as the Inners, began to self-study and self-support themselves knowing that financial aid from the mainland was close to impossible. Ancient ideals were lost, and there was little respect towards mainland regulation. Eight years since the natural phenomenon had erupted, the Lost Grounds would become a part of the Muraji Special District; the first independent market in Japan at the time. Such special treatment caused the mainland economy to decline along with the fact that the reconstruction problem was slowly vanishing and above all....confirmation of Alter Users in this land.

Alter ability is derived from mind inspiration and the ability to cause transformations. The power they have allows them to disassemble, regenerate, and incorporate objects into their abilities. The regenerated object, depending on the Alter User, can exceed limits beyond fascination and unlike secondary solidity, it is confirmed that there is linkage between the two. The ability resulted from subtle exposure to the land of the Lost Grounds. Exposure increases each year, and it is currently estimated at about 5%.

While everyone was trying to recover from the past disaster, the Lost Grounds was involved in a new turmoil in addition to the increase of Alter Users, This time it involved retaliation from the dire side that was fed up with the first incident leading to increased crimes committed by Native Alters. Nine years ago a civil war broke out in this land, causing other nations to blame the people living there. The Government took this situation into their own hands and thoroughly prevented any entry to and from the Lost Grounds. Currency was limited exclusively to that region. And to quarantine the problem, government information satellites were set up. However, 3 years from then, the city that had begun to recover from the disaster became involved in an Alter crime by an unknown suspect. From this incident, the higher ranking officials started an armed police organization called HOLD, and within it, a special force made strictly of Alter Users. The division's name, HOLY.
