When Carta Issue and Outer Earth Orbit Regulatory Fleet invade Millennium Island, Orga makes the decision for Tekkadan to escort Kudelia and Makanai to Edmonton for a price. This leads to a standoff between Tekkadan and the Outer Earth Orbit Regulatory Joint fleet, which has descended to the surface.
