Captain Satsuma is in charge of the Digital Accident Tactics Squad a.k.a. DATS. He is a stern but good hearted man.

Ten years ago, Satsuma was one of the detectives investigating the mysterious disappearance of random people. When the investigation showed that another world existed, he became a member of the Digital World exploration team. That team went to the Digital World, but experienced many problems causing them to return quickly.

With discovering the existence of the Digital World and knowing breaches were destined to occur, DATS was assembled. Captain Satsuma believes that the only ones that can keep digimon under control ARE digimon.
