In his cell, Eren continues telling Armin of Grisha's memories. He says the Owl's full name was Eren Kruger, a man who's desire to restore Eldia led him to participating in his people's persecution to maintain his cover. Kruger reveals that those who possess the Titan Power live for only thirteen years, along with the two means of succession and the nature of the Coordinate.
The Owl has reached 13 years, therefore, he needs Grisha to inherit the Attack Titan, infiltrate Paradis, and take the Founding Titan from the royal family. Kruger explains his reasons for selecting Grisha.
Prior to injecting him with the Titan Serum, Kruger tells Grisha to start a new family behind the walls. Unusually, he mentions Armin and Mikasa, but has no idea why?
In the present, Eren and Mikasa are released from the stockade to participate in the conference among the government. Meanwhile, Historia reads Ymir's farewell letter, glimpsing into her friend's memories as a result.
At the conference, the evidence found in Eren's basement is presented before the council. Hange expresses regret that their enemies now include other humans in addition to Titans. She mentions the incidence where Eren could command the Pure Titans despite not being of the royal bloodline. It was then that Eren realizes that he commanded the Pure Titans, because he touched Dina's Pure Titan form. He resolves to keep his realization quiet for Historia's safety. There's no telling what their enemies may do to Historia if they knew the truth.
